Mitchel Demry: I am guessing it means putting your boat in storage when you are not using it, on a rack perhpasas opposed to you brining your boat back and forth each time.

Marielle Hedeiros: The rack is the framework on which the boat is stored. I assume that putting the boat on the rack is done by employees of the club, and likewise placed ready to use when you are going out.
